To purchase a permanent license for new textbook series content and supplementary learning resources, for grades (1-12)

The National Center for Curriculum Development, in coordination with the Ministry of Education in the Hashemite Kingdom of Jordan, is undertaking a comprehensive reform the curricula, in response to the Economic Modernisation Vision 2022-2033, the National Strategy for Human Resources Development 2016-2025, and the Strategic Plan for Ministry of Education. this comprises the English language curriculum, in order to meet the learners’ needs in the Hashemite Kingdom of Jordan's schools and its associated schools outside the Kingdom, by providing learners with language competencies in English as a Foreign Language (EFL). and the associated best practices.

In this context, the National Center for Curriculum Development, as a government entity, intends to purchase a permanent license to use the content of a new textbook series and supplementary learning resources to teach and learn English as a Foreign Language (EFL) for grades (1-12).

Accordingly, the National Center for Curriculum Development wishes to invite the specialized bodies qualified for the subject of the tender to submit Expression of Interest letter, with attaching evidence of their capability in developing, customizing and adapting the content of English as a foreign language textbook series and supplementary learning resources for grades (1-12). The new series and the supplementary learning resources should meet meets international standards and is consistent with and responds to the standards of the Jordanian educational context norms, In addition to that the series should be in accordance with the English Language Curriculum Framework Document (1-12), and adopts the latest learning theories and strategies and best educational practices in terms of their comprehensiveness, depth and cultural relevance, as well as employing the technological capabilities and resources, while also taking twenty-first-century skills into consideration. In addition to addition to the permanent license companies are required to establish a holistic capacity building program to train a core team (Trainers of Trainers), for implementation and follow-up on the new series.

The following requirements must be met by interested companies, and each requirement must be supported by the necessary documentation:

1. company Profile: (the company’s institutional status) that indicates the company’s capital, its establishment date (the date of its establishment is not less than five years), its employment structure, its permanently administrative staff, and the qualified technical staff, its purpose, technical capabilities, and areas of expertise and main activities in the bidding field (need to attach supporting documents).

2. company's Portfolio: showing its experiences in the field of preparing, customizing and adapting textbook series and supplementary learning resources for English as a Foreign Language (EFL). So that the file includes its most prominent projects, countries and educational systems that use its educational materials, the company’s methods and approaches used in preparing textbook series and supplementary learning resources for the English as a Foreign Language (EFL, describing at least one project implemented and finalized by the company in the field; similar in nature of the work, size and conditions of the tender.

3. the equipment, and/or hardware, and/or devices, and/or computer programs, and/or databases available and necessary to accomplish the required work.

4. the financial position of the interested company

5. the magnitude of present and anticipated contractual commitments.

6. a full disclosure of the cases (either pending or settled) before the courts or arbitration for the bids executed or that are under implementation.

7. interested participants may submit Expression of Interest letter as a lone participant or as a joint venture, with a fully documented joint venture agreement or a letter of intent from all the joint venture parties, as a part of the submitted offer.

The required Expression of Interest letter must be submitted to the NCCD no later than 3:00 P.M. (local Jordan time) November 6th, 2022, through email: tenders@nccd.gov.jo
